Workshop on Development and Human Development in Coastal Districts - JKSHIM

Human Development by itself does not serve the interest of the society effectively unless it facilitates economic development. This is equally true at the regional level. This was the opinion of all resource persons in the workshop on Development and Human Development held at the Institute on April 2, 2016. This strong opinion was expressed with clear reference to two coastal districts, Udupi and DK District in Karnataka. The Deputy Commissioner of Udupi district Dr. Vishal R, Chief Guest at the Workshop said that in these two coastal districts, Human Development so far has resulted in the generation of youth with very high ambition. They are in need of suitable opportunity, which can be generated only through the development of tourism. Further for the economic development of the two districts, it is necessary to improve Mangaluru Bengaluru highway further with the renovation of Shiradi ghat on a very scientific basis. Dr.Vishal further argued that CRZ rules need to be revised keeping in mind the tremendous significance of tourism for development he emphasized. The workshop was inaugurated by Shri Rammohan Pai Maroor, the President of Kanara Chamber of Commerce and Industry, Mangaluru explaining the efforts put in by the Chamber for getting talents in the coastal districts.

Pai strongly proceeded the Head Office of CRZ should be in a coastal districts only. The President of the inaugural function Dr. N K Thingalaya, an economist suggested that in future Human Development Report should be able to give a far better picture of hard realities in agriculture including farmers’ suicides. In the two coastal districts, Dr. Thingalaya pointed out that tourism can develop further after the completion of the project of the highway connecting Mangaluru and Sholapur. He regretted that this project has been unduly delayed. Dr. N S Shetty former UNDP Consultant explained the new methodologies of constructing HD Index, which in future may help to provide a better picture of development realities in coastal districts.

There should be remarkable improvement in the skills of younger generations in these districts who will participate in development process. Another resource person Dr. G V Joshi, Senior Faculty at the Institute explained the development struggles in coastal districts leading to management and government issues. In the two coastal districts, all these issues will have to be attended. Professor Rakhesh Shetty of the Institute demonstrated that even within a single district Udupi there are wide divergences in the availability of drinking water, infrastructure facilities etc. Such divergences lead to discontent among the people. Therefore policy measures needed to correct the wide differences that exist at present. Dr. K Sankaran, Director of the Institute in his presentation showed the difference between pure research and applied research and pointed out the need for using big data for development in coastal districts.
